Beyond Access:
Preparation that Builds Candidate Readiness
with HQIM on Day One
Districts and states invest millions in high quality instructional materials (HQIM) because they accelerate P-12 student learning when they are aligned to P-12 standards, leverage proven methods and pedagogies, and are used well. Yet too many new teachers first “open the box” after they are hired as the teacher of record. This five part EdPrep Insight series shows how educator preparation programs can align, develop, and implement coursework, clinical experiences, teacher educator practices, and partnerships so candidates develop the ability to identify, internalize, adapt, and facilitate HQIM with confidence and skill. The aim is clear and immediate: build candidate skill with the curricular materials they will be required to use, so candidates are prepared and P-12 student outcomes grow.

Part One:
The Case for HQIM in Teacher Preparation
Too many new teachers enter classrooms unprepared to use the very materials their districts have invested in. The opening part in our series makes the case for why HQIM must be foundational to teacher preparation, not an afterthought left to districts and candidates, and introduces the five essential questions programs must answer to move beyond access.

Preparation cannot be high quality if it is misaligned with what new teachers will actually use. Part 2 of our series explores how understanding the local curriculum landscape and aligning coursework & clinical experiences to district adopted HQIM is the first and most practical step toward achieving candidate readiness.

Part Three:
What Strong HQIM Integration Looks Like for Candidates
Access to curriculum is not enough, readiness grows through deliberate practice. Part 3 of our series focuses on the developmental trajectory of candidate development, showing how programs can build candidate HQIM fluency with four skills: identifying and selecting quality materials, internalizing lessons, adapting for P-12 student access and learning while preserving rigor, and facilitating instruction that maintains alignment and cognitive demand.

What Strong HQIM Integration Looks Like for Teacher Educators
Candidates should not [have to] outpace the people who prepare them. Part 4 in our series returns to teacher educators, including faculty, clinical supervisors, and mentors, highlighting the practices, labeling, modeling, and feedback that shape how candidates learn to teach well with HQIM.
