Sarah E. Whiting is a strategist and facilitator who thrives at the intersection of education, policy, and innovation. She founded Whiting Consulting Inc. to help mission-driven teams cut through complexity and move from ideas to action. Her methods draw on human-centered design, emergent strategy, and behavioral science, creating the conditions for leaders to make bold decisions, test new approaches, and build momentum.


Sarah’s career has spanned classroom teaching, state policy, and executive advising. At the Rhode Island Department of Education, she played a leading role in shaping the state’s educator preparation program approval process, working closely with colleagues to recruit and train review teams and provide ongoing support for educator preparation providers. She spearheaded the design of data collection systems, studied what worked (and what didn’t), and gained firsthand insight into system change, teacher practice, and program improvement. This experience deepened her commitment to using research and best practice to understand program performance and help providers level up. She was also tapped for the Governor’s Innovation League, where she designed a statewide attendance tool that is still in use today. A longtime board leader at Trinity Academy for the Performing Arts, she brings the same mix of clarity, courage, and action-oriented strategy to her volunteer commitments as she does to her consulting practice.
