Literacy Lead
Dr. Billie Tingle is a seasoned educator with over 28 years of experience spanning early childhood education, elementary education, higher education, and national literacy reform. A retired Literacy Professor and National Board Certified Teacher, Dr. Tingle currently serves as a National Literacy Education Consultant, partnering with K–12 schools and Institutions of Higher Education to strengthen literacy outcomes through evidence-based practices.
Dr. Tingle began her career teaching grades 2nd–5th before earning her doctorate and transitioning into higher education. There, she played a pivotal role in preparing future educators, with a particular focus on early literacy and the science of reading. She has held key leadership roles, including Past President of the Higher Education Literacy Council and founding member of the Mississippi Momentum Project, a statewide initiative committed to improving reading achievement.
She holds CERI certification as a Structured Literacy Classroom Teacher and works nationally as a Professional Learning Facilitator and onsite instructional coach. She also provides targeted professional development for K–12 administrators and consults with Educator Preparation Programs to enhance program design, implementation, and alignment with research-based literacy instruction.
